Oshawa to weigh 700 new homes — including affordable units and a long-term care facility

Two separate applications go before the city's Economic and Development Services Committee on June 1: a 417-unit affordable-housing project on Malaga Road and a 284-unit mixed apartment-plus-long-term-care development on Bloor Street East.

Oshawa councillors will hold a public meeting on June 1 to consider two separate developments that together would add nearly 700 units to the city's housing supply, including a major affordable-housing project and a long-term care facility.

Malaga Road: 417 units, roughly half rent-geared-to-income

The Region of Durham, on behalf of the Durham Regional Local Housing Corporation, is seeking an Official Plan amendment for 416–448 Malaga Road. The application (file OPA-2026-02) would allow a residential density of 254 units per hectare to support a 417-unit project. Approximately half of the units would be rent-geared-to-income, with the remainder at market rates.

Bloor Street East: 76 apartments plus a long-term care home

A second proposal at 487, 489, 513, and 517 Bloor Street East combines 76 apartment units with a 208-unit long-term care home totalling 256 beds. Submitted by the Biglieri Group on behalf of Arcavia Bloor Holdings LP, the application (file Z-2026-02) seeks to rezone the parcels from a mix of R2, R3-A, R4-A, and R6-B designations to a site-specific R6-D zone under By-law 60-94.

Public meeting: June 1

Both proposals are scheduled for the city's Economic and Development Services Committee at 6:30 p.m. on Monday, June 1, 2026, in the Council Chamber at Oshawa City Hall, 50 Centre Street South. Residents can attend in person or submit comments to the city before the meeting.
